What Regulates Occupational Safety Training in Russia
Occupational safety training in Russia is regulated by the following legal acts:

Labor Code of the Russian Federation
Article 225 of the Labor Code establishes the employer’s obligation to organize training and knowledge testing on occupational safety requirements for employees.

Decree of the Government of the Russian Federation No. 2464 of December 24, 2021
“On the Procedure for Occupational Safety Training and Knowledge Testing on Occupational Safety Requirements” – the main document defining the procedure, forms, and frequency of training.

Order of the Ministry of Labor of Russia No. 776n of October 29, 2021
“On the Approval of the Model Regulation on the Occupational Safety Management System” – establishes requirements for organizing occupational safety, including training.

GOST Standards and Methodological Guidelines
For example, GOST 12.0.004-2015 “Occupational Safety Standards System. Organization of Safety Training”, which defines general training principles.
The employer is required to conduct occupational safety training for all employees and to carry out knowledge testing at a specified frequency. Certain categories of employees (such as occupational safety specialists and managers) must undergo training at specialized training centers.
